The Montana Public Service Commission is the authority for reviewing and approving electric tariffs in Montana. NorthWestern Energy’s March 31, 2026 application initiates a public regulatory proceeding that will include opportunities for review and public comment consistent with Montana Public Service Commission procedures. NorthWestern Energy’s priority throughout the process is to provide safe, reliable energy service to customers at affordable rates.

Large-load projects require careful planning and oversight.

Serving large customers may require system studies, infrastructure upgrades, customer commitments and regulatory review. The key challenge is making sure growth occurs in a way that supports reliability, affordability and customer protection.

That is why NorthWestern Energy’s proposed framework includes new large load customer-funded studies, development agreements, standardized review processes and additional requirements for the largest projects.

The proposed framework is subject to regulatory oversight.

In addition, projects larger than 50 MW require regulatory approval of an electric service agreement that must be approved before service begins. This oversight helps ensure transparency and customer protections are maintained.

Yes. Large-load projects go through a structured review process before service begins. Depending on the project, that process may include:

  • A development agreement.
  • A large new load customer-funded development deposit for engineering and planning studies.
  • Study queue requirements that help ensure projects are reviewed in an orderly manner.
  • Commission review of electric service agreements for loads greater than 50 MW.

This process helps ensure projects are appropriately planned before they are connected to the electric system.

Reliability comes first.

Before a large-load customer is connected, NorthWestern Energy evaluates system impacts, infrastructure needs and operational requirements. The proposed framework also notes that certain large-load customers can improve system efficiency through high-load factors and, in some cases, provide operational flexibility that supports reliable service.

The goal is to ensure growth occurs in a way that maintains reliable service for all customers.

No.

Under the proposed framework, large-load customers are not assigned a dedicated resource. They receive service from NorthWestern Energy's overall energy portfolio, just like other bundled customers.

The tariff rule includes protections designed to reduce that risk.

Requirements such as minimum billing provisions, minimum contract terms, exit-related provisions and financial commitments help ensure NorthWestern Energy and our customers are not left paying for customer-specific infrastructure if a project shuts down earlier than expected.

In simple terms, the framework is designed to help ensure existing customers are not left holding the bill for investments built to serve a specific large-load customer.
No.

Under the proposed framework, large-load customers are not receiving special electric rates. They take service under existing tariffed rates and pay any applicable surcharges or project-specific charges designed to prevent cost shifting to other customers.

The focus of the tariff rule is not on providing discounts. It is on creating a transparent process that supports growth while protecting existing customers.
The purpose of the tariff rule is to help prevent costs from being shifted to existing customers. The proposed framework is specifically designed so large-load customers pay for the investments required to serve them.

Growth structured the right way strengthens the grid and can help keep costs lower for everyone long-term, driving affordability for all customers.

Protecting existing customers is the primary goal of the large new load tariff rule. Montana customers will never subsidize data center energy costs. Those costs will not be shifted to Montana households, small businesses, farms or ranches.

Under the Large New Load Tariff, data centers will pay their fair share of infrastructure costs. Your rates only reflect the energy you use — new growth will not increase what you pay.

The proposed framework is built around a simple principle: existing customers should not pay for infrastructure needed to serve new large-load growth. Instead, the large-load customers are responsible for the grid and other energy infrastructure investments needed to serve their projects.

Regulatory oversight ensures no cost-shifting occurs for other customers.

Requirements may include:
  • Direct assignment of project-specific costs to the large-load customer.
  • Surcharges and reservation fees to cover system upgrades and help prevent cost shifting.
  • Minimum billing requirements help ensure customers pay for infrastructure built to serve their project.
  • Long-term commitments and exit provisions designed to reduce the risk of stranded costs.
  • Financial assurances, such as collateral requirements, based on the customer's financial standing.
  • Regulatory oversight and commission review of certain large-load agreements.
These protections help ensure residential and small-business customers are not left paying for infrastructure built specifically for a new large-load project.
Under the proposed framework, the tariff rule applies to new customers with loads of 5 megawatts or greater.

Additional requirements apply to customers larger than 50 megawatts, including an electric service agreement that must be reviewed and approved before service begins.
A large new load tariff rule sets out the requirements new customers that use large amounts of electricity, such as data centers, advanced manufacturing facilities and other large industrial operations.

Under NorthWestern Energy's proposed framework, the tariff rule applies to new loads of five megawatts (MW) or greater, with additional requirements for projects larger than 50 MW. These customers take service under existing tariffed rates and may also be subject to project-specific requirements designed to help protect existing customers.

Simply put, the tariff rule helps ensure that customers creating the need for new energy infrastructure investments are responsible for the costs associated with serving those projects.

Montana is attracting interest from businesses that can bring jobs, investment and long-term economic opportunities to the state.

A large new load tariff rule provides a transparent framework for serving these customers, planning for future energy needs and helping ensure costs are assigned appropriately. The framework is designed to support growth while protecting existing customers and maintaining system reliability.

A large new load tariff can help:
  • Support responsible economic growth and investment in Montana.
  • Create a transparent process for evaluating and serving new large-load customers.
  • Help ensure costs are assigned to the customers driving new infrastructure investments.
  • Maintain regulatory oversight and accountability.
  • Support long-term affordability by spreading fixed system costs across additional energy use.
  • Strengthen the grid through planned and structured growth.

Your tree is being trimmed because it is located on a distribution circuit that was identified through outage data analysis or on a circuit located in an area identified as having an elevated wildfire risk. Vegetation management helps reduce the risk of power outages, equipment damage and wildfire-related impacts while maintaining safe and reliable electric service.

Your tree was inspected by one of our certified arborists and identified as being too close to NorthWestern Energy's overhead power lines. To help maintain safe and reliable service, we work to maintain appropriate clearance between trees and electrical facilities. Ideally, we maintain approximately 12 feet of clearance between trees or branches and our facilities.
Keeping customers informed is important to us. Before vegetation management work is performed, we make every effort to provide advance notice. Depending on the location and scope of the work, notification may include phone calls, mailed notices, door tags or in-person visits.
Trees may be marked to identify planned removal work. Ribbon is typically used to identify trees approved for removal after customer permission and a signed authorization have been obtained. Spray paint generally indicates that removal authorization has been received and the work has been scheduled. If a tree is removed as part of NorthWestern Energy's vegetation management program, there is no cost to the customer.
In most cases, branches and debris created during pruning or tree removal are processed through a woodchipper and removed from the property. If the material is too large to be chipped, it may be cut into firewood-length sections and left for the customer to keep, use or give away.
NorthWestern Energy is responsible for pruning and removing trees that impact the overhead electric lines running pole to pole on the distribution system. Property owners are responsible for trees that impact the service line, which runs from the utility pole to a home or business. To help customers complete this work safely, NorthWestern Energy offers a free disconnect and reconnect service so that the tree service hired can do the work safely and without obstruction. To schedule this service, call 888-467-2669 at least three business days before the work is planned.

NorthWestern Energy, City of Missoula, Missoula County and City of Bozeman File Proposed Green Power Program with Montana Public Service Commission

Date: Sep 15, 2026

TYPE: News

Butte, Mont. – Sept. 15, 2026 NorthWestern Energy, the City of Missoula, Missoula County and the City of Bozeman filed a joint application today with the Montana Public Service Commission for a proposed Green Power Program.

The program would allow interested communities and businesses to support development of a new renewable energy resource located in Montana and give residential customers in those communities an opportunity to support those environmental priorities. The proposed program was developed collaboratively to support local sustainability initiatives, expand customer options and help participating customers pursue renewable energy goals through voluntary participation.

The filing with the Montana Public Service Commission is a proposed tariff to establish the framework for the Green Power Program, as well as proposed subscription agreements and customer forms. The application also includes proposed:
• Program eligibility and participation requirements.
• Subscription and cost-recovery mechanisms.
• Customer protections and program administration.

• Measures intended to ensure non-participating customers do not bear program costs.

“The proposed Green Power Program reflects a practical, customer-driven approach that addresses evolving community interests and customer demand for additional renewable energy options while ensuring only participants bear any additional costs and receive the benefits of participation," said NorthWestern Energy Director Regulatory Affairs Charlie Lane. “NorthWestern Energy, the City of Missoula, Missoula County and the City of Bozeman have worked together to develop a program tailored to Montana customers and communities. Filing this application marks an important milestone in that work."

“We are so pleased to mark another milestone in moving this project forward,” Missoula Mayor Andrea Davis said. “Years of collaborative work have brought an outstanding project that could support new renewable energy resources in Montana and offer customers voluntary options. We’re looking forward to the next steps with the PSC.”

“This program has been years in the making, and we're thrilled to see it reach this crucial milestone,” said Missoula County Commissioner Josh Slotnick. “The Green Power Program will give more communities, businesses and households the opportunity to support new, Montana-based renewable energy.”

“Filing the Green Power Program at the Public Service Commission is an important step forward for Bozeman residents,” said Bozeman Mayor Joey Morrison. “We know both residents and businesses have been asking for the option to sign up for Montana-made renewable energy. This is an opportunity that could benefit not just our local community but the entire state, and we’re looking forward to hearing what the Commission decides."

The application is now before the Montana Public Service Commission for review and consideration. If approved by the Montana Public Service Commission and supported by sufficient subscriber commitments, the program will move forward with a request for proposals for a new renewable energy generation resource located in Montana.
